Surrey County Council and Elmbridge Borough Council to be swept away.

Labour’s local government reorganisation has been leaked by the Times. As far as we understand, the plans to be adopted are those proposed by Surrey County Council here

This sees the breaking up of Surrey into two unitary councils: East and West Surrey.

West Surrey Unitary: Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley, and Woking.

East Surrey Unitary: Elmbridge, Epsom & Ewell, Mole Valley, Reigate & Banstead, and Tandridge. 

It is early days to access the pros and cons of this since the details have only just been revealed, but here is the Times article for reference.
