The following Surrey districts and Borough Councils have launched a residents’ survey on local government reorganisation: Epsom & Ewell Borough Council, Guildford Borough Council, Reigate & Banstead Borough Council, Runnymede Borough Council, Spelthorne Borough Council, Surrey Heath Borough Council, Waverley Borough Council and Woking Borough Council.

esher must decide to have a town council, otherwise the government option
Is a quango with no elected representation locally.
Surrey is proposing where no parish or town council exists the only local elected members will be the unitary councillors.
3 off shared between claygate, Esher etc.
The quango alternative is a committee of non elected members, chosen by the chair, who would be chosen by the government.
The unitary councillors will be very busy and not fully focused on local issues.
So act now ask elmbridge for a town council, with elected councillors.
